Public address/speech that covers a minimum of two important issues (at least one covering a military issue and one on government evolution) that took place during President James Monroe's term(s). In a "democracy", each resident has certain fundamental rights that the state can't detract from them. These rights are universally perceived and ensured. Everybody has the privilege to have their own convictions, including their religious convictions, and to say and compose what they think.
