The problem of alcohol impaired driving became apparent soon after the introduction of motor vehicles. In fact, the United States is one of the first countries to criminalize the alcohol or other narcotic drugs impaired driving. Impaired driving deaths or Driving Under the Influence (DUI) of alcohol or other narcotic drugs is considered to be a serious threat to public health and safety. The risk factor is not only for the driver alone but driving while intoxicated also keeps the other passengers in risk. More than 38,000 people die every year in crashes on United States roadways. The United States traffic fatality rate is 12.4 deaths per 100,000 inhabitants. Further alcohol related traffic accidents accounted for 4.4 million disability adjusted life years and generating estimated economic costs as more than $59.4 billion in alcohol related collisions alone. While most of the offenders are arrested for driving under the influence of alcohol, a significant portion of other substances, most commonly marijuana. Marijuana is the most frequently identified drug other than alcohol among crash involved offenders and the general driving population. It is also noticed that there’s a significant number of repeated impaired driving offenders. In spite of harsh legal consequences as well as those simply not aware of the dangers of impaired driving is not sufficient to reach today’s offenders. Arguably, these are the offenders who do not respond to legal sanctions and information campaigns which represent the greatest public health threats.
