The PWM can be generated using a 555 timer with appropriate peripheral circuit design. The rotation of the motor can be reversed using H-bridge. 4) It is suggested to use an optoisolator to decouple the control signal and motor driving circuit. 5) If you have background in feedback control, it is good to implement any version of linear controller for the motor speed control. 6) You can use microcontroller only for some functions you cannot implement using your own circuits or when you want to compare the performance
