Client: UNICEF India

Client Situation: UNICEF is an international multilateral organization working extensively on issues of child rights, child health and protection. Swaniti Initiative has partnered with UNICEF to support its aim of sensitizing elected representatives on child’s rights issues. Swaniti is tasked with disseminating information, engaging and informing sitting Parliamentarians on issues of child health, through the medium of discussions and roundtables.

Swaniti plans to conduct a roundtable conference on the topic of ‘Nutrition: Reduction of Under-nutrition of Children’, to improve awareness amongst Parliamentarians about the current status of child nutrition in the country. Swaniti aims to target 10 Parliamentarians for this discussion, who would then share their knowledge on the topic, as well as the initiatives undertaken by them and the obstacles they faced. The ultimate objective is to enhance their knowledge of the challenges faced in improving the state of nutrition and to foster collaborative problem-solving on this issue.

UNICEF has requested a list of Parliamentarians who should be reached out to for this event. As a first step, it is important to have a strategy for outreach and invite those Parliamentarians who have a known interest in the topic and would contribute effectively to the discussion.

Deliverable: You are tasked with identifying Parliamentarians who should be prioritized in the outreach process for the event. You are required to create two documents for this task:

1. A document detailing the methodology used to identify Parliamentarians for outreach. Please list the metrics used to measure the interest of Parliamentarians on the topic (try to make this list as exhaustive as possible). Explain why each metric is relevant to the ultimate goal of ensuring the most engaging and productive discussion. You may add a weight to each metric, with suitable justifications for the same.
  
2. Using your chosen metrics, create a list of 10 Parliamentarians who should be reached out to on priority. Please show where each MP stands in terms of each metric you have chosen. Include any substantive or qualitative factors you may have taken into account, and explain the same.

Assignment: 1. What process and steps will you take to review the candidate's task?
                     2. Create a framework (including indicators and criterion with a weightage) to rank the candidates given.
                     3. Given that Swaniti Initiative consists of a policy team, research team, and data-tech team with varied skill sets, if you had to design internal capacity building programs, what process and schedule would you create in order to enable this?
