One change model may be more effective than another like there are three models that show: Unfreezing Earlier than a transform can be implemented, it should go through the first step of unfreezing. For the basis that many citizens will obviously resist transform, the goal throughout the unfreezing phase is to create a consciousness of how the rank quo, or present level of suitability, is hindering the association in various ways.
