Fathers' Rights Discussion
A new federal law is being
considered that would mandate that fathers be involved in some way with their
children when the children have been placed in foster care. Some members of
Congress, buttressed by groups supporting children’s rights, are strongly
against this law, contending that fathers are often a negative influence on the
children. Other members of Congress, buttressed by groups representing
non-custodial fathers, are supporting the law, contending that fathers are a
strong positive presence for their children, particularly if they’ve been
placed in foster care due to action on the part of the custodial parent, most
often the mother. You have been asked by the Department of Health and Human
Services to conduct an evaluation using agency records from cooperating states
to assess whether the influence of fathers has been positive or negative.
Explain how you plan to go about conducting this evaluation and what the
potential risks are. Include how you plan to try to mitigate some of the risks
where possible.
